The appts. includes a cooling plate (31) with a cover (35) on one side and an electronic component (33) on the other. The cover forms a tank section (37) for coolant storage. From the cover extends a container tube and is coupled to the tank section. At the container tube is secured a grooved metal rod (47) which forms several lines in the container tube, the teeth and lines evacuated up to a high vacuum. The container side of the plate may be recessed for forming the tank section. The recess bottom may be tightly roughened.
