A flat metal plate has a thickness of from 1 mil to 50 mils. A pair of electrical leads are operatively attached to the flat metal plate at its opposite ends. The metal plate have notches extending inwardly from its opposite lateral edges in spaced apart relationship to one another with the notches of one of the opposite sides being staggered w.r.t those of the other of the opposite sides. Each of the notches extends completely through the thickness of the plate and are formed by a laser beam cut so as to anneal the metal of the plate and impart stability to the electrical characteristics of the plate. A hardened compound of electrically insulating material surrounds and completely embeds the plate to form a body of predetermined shape. The leads protrude outwardly from the body and the moulding compound provides structural support for the plate to minimise bending or breakage.
