The device uses container-like reinforcing elements, which are filled with a ballasting material (3), and are arranged beside and above one another. They are anchored to the ground with piles (2), or with spiral tensioning springs. The elements used are old tyres (1), which are arranged with their treads in contact, and are connected frictionally under one another. The rows of tyres may be filled with ballast so that no cavities remain, and the tensioning springs may be made of steel, and can be frictionally connected to plugs which are screwed into the ground.
