The method includes the steps of; bypassing for performing discrete cosine transform, detecting the first error signal by using a difference of a prediction and frame image signal, detecting threshold value of the first error signal. The device includes an adder(10) for generating the first error signal, a threshold detecting unit(60) for detecting threshold value of the first error signal, an error data detecting unit(70) for obtaining the second error signal from the first error signal, and generating for discrete cosine transform. |
