PURPOSE: To prevent whitening by forming at least one resin layer which is made of a resin composition containing ultra-fine particles and a specific binder component and controlled at its refractive index on a transparent base material film, and forming the uppermost surface of a layer which has lower refractive index than that of the layer directly under the uppermost surface, thereby raising the dispersibility of the particles in the resin. CONSTITUTION: A high refractive index layer 12 having a higher refractive index than that of an adhesive layer 14 is formed on a transparent base material film 11 via the layer 14, and further a low refractive index layer 13 having a lower refractive index than that of the layer 12 is formed. A resin composition containing ultra-fine particles is used for both the layers 12 and 13. The composition contains (meth)acrylate having a carboxyl group as the part or the entirety of the binder resin component. The (meth)acrylate having a carboxyl group is obtained by reacting the compound having an acid anhydride in a molecule with a hydroxyl group-containing multifunctional acrylate having a hydroxyl group and three or more acrylol groups in a molecule.
