PROBLEM TO BE SOLVED: To obtain the subject smooth and non-tacky emulsion comprising specific small oil drops and a specified amphiphilic nonionic lipid phase, excellent in transparent characteristics and preservability, and useful for topical applications as cosmetics such as lotions and emulsions or as dermopharmaceuticals. SOLUTION: This transparent oil-in-water type emulsion comprises (A) small oil drops having an average size of <100 nm, preferably 30-75 nm, more preferably 40-60 nm, and (B) an amphiphilic nonionic lipid phase containing at least one amphiphilic nonionic lipid liquid at an ambient temperature of <45 deg.C (preferably polyethylene glycol containing 1-60 ethylene oxide units, an ester of a polyol such as sorbitan with a fatty acid containing a linear or branched 8-22C alkyl group or a mixture of the esters) in an A/B component weight ratio of 2-10. The component B preferably further contains at least one amphiphilic ionic lipid.
