A dispenser 1 for the storage and removal of goods, such as cigarette packets 15, is suspended above a counter 13. The dispenser is configured as a cabinet, comprising a housing 8 which is able to receive a tray 7 with partitioning 9. The tray 7 can be slid into the housing, which can be closed off by a slatted lid 10. During use, the slatted lid 10 is inserted behind an outer side of the cabinet and the tray 7 is pulled out, allowing the sales staff easily to reach the cigarette packets 15. When the tray 7 is inserted in the cabinet and the slatted lid 10 has closed the cabinet, the cigarette packets 15 are secured against theft. On the outer side of the cabinet, facing the user 4, a glass plate 16 can be arranged, which, together with a light source 13, constitutes a facade for receiving advertisements. <IMAGE>
