The device consists of a scramble device and descramble device. The scramble device comprises a scramble window generator for generating a scramble window signal by a picture signal, a GMW sequence generator for supplying GMW sequence value to the encoder by using a pseudo random sequence data and phase. The descramble device is similar to the scramble device except for the picture signal in the scramble window generator.
