The apparatus regulates the force necessary for operating the steering system according to the speed of the automobile by using a hydraulic pressure. The apparatus comprises: a screw blade(26) formed at a steering shaft(24); a cylinder(28) including oil flowing in a direction according to the rotation of the screw blade(26); a feedback oil path(34) connected to an upper and a lower port(30,32) of the cylinder(28); solenoid valves(36,38), installed at the oil path(34), controlling the flow of the oil; an encoder(40) sensing the direction of the steering shaft(24); a speed sensor(42); a controller(44) determining opening or closing the solenoid valves(36,38) according to the signals of the encoder(40) and the opening angles of the valves(36,38) according to the signals of the speed sensor(42).
