first and second grooves and a connecting oil passage formed at both external sides of a spool; a 1st oil passage formed on the spool and connecting the first groove with the pressure room in a solenoid valve; and a 2nd oil passage passing through in the spool length wise and connecting the solenoid valve and the spring shaft. The system regulates the oil pressure transmitted to the reacting mechanism by the interaction of solenoid valve force acting proportional to the current of velocity sensor of the car, the oil induced force in the control valve, and the restoring force of the spring.
