PURPOSE: To present information at proper time by judging the timing for presenting information. CONSTITUTION: The criticality of information and the presentation time limit of information are decided from the head of the information held in an information holding part 101 by a criticality decision part 104 and a presentation time limit decision part 103, respectively. Further, the busyness degree inputted by a user and the busyness degree at each time from a clock 102 are estimated by a busyness degree estimation part 106. Whether time is the time for presenting information to an information presentation part 108 or not is judged by an information presentation decision part 107 according to the decision result and the busyness degrees and information to be presented is presented by the information presentation part 108.
