摘要 PURPOSE: To realize localization and suppression of image quality deterioration due to a burst error by forming coded data of a slice layer with a few number of micro blocks for a motion image area and with many number of micro locks for a still image area. CONSTITUTION: An input image signal S1 is given to a pre-processing section 1, in which signal processing of image conversion to a signal format of MPEG video coding is conducted, a coding image signal S2 is generated and the signal S2 is given to an MV detection section 10 and an SLM setting section 14. Furthermore, an output signal S7 from a memory section 8 is given to an MCPS section 9 and a detection section 10, and the MCPS section 9 conducts motion compensation signal processing based on a motion vector signal MV to generate a predict signal PS for motion compensation. Furthermore, the detection section 10 detects the motion vector MV based on signals 2, 7, a VLC section 11 conducts prescribed coding and the signal MV is given to a BS generating section 13 via a buffer section 12. A setting section 14 discriminates a still image area and a motion image area based on motion information of the motion vector, changes number of micro blocks to code a slice layer.
