PURPOSE: To reduce the propability that information is not stored in a storage means by predicting till when and what information is required and transmitting predicted information via a network till a point of predicted time. CONSTITUTION: A use status prediction part 12 predicts the future use status/ environments changing according to the behavior of a user based on use predictive knowledge 17. Concretely speaking, information to be required by the user and to be stored within a terminal 10 and the network environment, etc., which can be utilized from the terminal are predicted. An arranging method control part 13 is provided so as to make the plan of an information transfer of 'when and what information should be transferred by utilizing what network based on this prediction and perform a proper information transfer by controlling an information arrangement part 14. The transfer of predicted information can be received, the transfer request of information is given to an information controller via a network 30 and the transfer of information is controlled so as to perform look-ahead by a storage means.
