Polyvinyl alc. was dissolved in water and mixed with an aq. oil dispersion soln. contg. a surfactant and optionally CaCl2. Thus, 6.25% polyvinyl alc. (d.p. 550) water soln. 12 parts was stirred with 10% Al2(SO4)3 water soln. 0.10 and silicone deforming agent 0.002 parts, and allowed to stand for 24hr. polyalkyl sulfonate surfactant 3 was stirred with soybean oil 0.1 parts for 30 min, mixed with pure water 2.798 parts, and allowed to stand for 24 hr. These two solns. were mixed to obtain an aq. polyvinyl alc. dispersion. A cement mortar product with 6 % dispersion had compressive strength 180, 288, and 438 Kg/cm2 after 3, 7, and 28days, resp.
