The device provides constant mass flow of supplying water regardless of supplying water pressure. The device comprises: a body part(10) having waist part(13) located between a head(11) and a body(12), a passage hole(14) started from the waist part(13) to the body(12) and installed in a supplying water tube; a flow control ring(20), made of silicone or rubber, inserted in the waist part(13) of the body part(10) and controlling the flow flowing through the passage hole(14).
