PURPOSE: To enable a communication controller to be applied to an ABR system by providing a transmitting part with a timing adjusting means and updating the sending timing of sent data based upon predetermined data. CONSTITUTION: A counter 50 and a content addressed memory(CAM) part 51 in a transmitting part 251 execute operation for changing the transmission timing of a virtual channel(VC) in accordance with the peak rate value of each VC under the control of a transmission controller 40. In this case, the sending time of a VC to be outputted next is previously stored in the CAM part 51, and when the sending time coincides with a value indicated by the counter 50, a VC corresponding to an address storing the coincident sending time is determined as a sending VC. Thereby the sending time of respective VCs can be successively determined and the increment of VCs can be dealed only by increasing memory capacity. Since a software switch is unnecessary, cell sending speed can quickly be changed.
