VOICE CODING AND DECODING DEVICE

PURPOSE: To provide a voice coding and decoding device capable of continuously transmitting bi-directional voice frame. CONSTITUTION: A downward (a radio network to a public network) voice frame is stored in a buffer memory 12 by way of a downward counting part 11 counting the number of frames. A frame transmission control part 14 refers to a counting value at the downward counting part 11 and confirms that the downward voice frames are stored in the buffer memory 12 by a prescribed number and after then, sends a transmission order to a frame transmission processing part 13. On the other hand, an upward (a public network to a radio network) voice frame is stored in the buffer memory 12 by way of an upward counting part 16. A packet transmission control part 18 refers to the counting value at the upward counting part 16 and confirms that the upward voice frame is stored in the buffer memory 12 by the prescribed number and then sends a transmission order to a packet transmission part 15.
