PURPOSE: To make the toll collecting processing of a toll road into a non- stopping and unmanned system by storing the information of a vehicle obtained from a vehicle inspection sheet in a ROM and user individual information in an IC card loaded on an on-vehicle transponder. CONSTITUTION: The ROE 14 generated by a specific institute 38 is mounted by fixing on the transponder 10 loaded on the vehicle 9, and an insertion port for a freely inserted/extraced IC card 15 is provided on the transponder. The information of the vehicle obtained from the vehicle inspection sheet 17 is stored in the ROM 14, and the individual information 16 of a bank account number, etc., in the IC card 15. The presence/absence of a tow car is decided by measuring the presence/absence of the tow car by analyzing information with respect to the possibility of tow car out of the information described in the vehicle inspection sheet 17 and the images of cameras 19, 20 and 22 when the vehicle 9 passes a tollbooth. A charge is completely decided by performing charge calculation by using the information written on the ROM 14 out of the information described in the vehicle inspection sheet 17 and that with respect to the presence/absence of the tow car at the tollbooth. |
