PURPOSE: To obtain an information storage device and its operating method performing the recording of information of multi-bit time sequentially by using plural memory elements and by reading out recorded information. CONSTITUTION: This invention provides a ROM in which plural information are written by utilizing differences of time delays at the time a readout signal successively passes delay elements, in short the mask ROM for an information recording having a structure recording information by taking into consideration a time base. Information of 8-bit arc read out successively with fixed time intervals from memory cell transistors T1 to T8 by making an access signal supplied from a word line WL1 delay successively with resistors R1 to R7 while connecting plural resistors R1 to R7 in series and by impressing delayed signals on gates of memory transistors T1 to T7.
