PURPOSE: To eliminate the need of manually switching a changeover switch by a transmitting person by performing an encoding processing based on move ment priority at the time of photographing a moving human figure or the like and performing the encoding processing of picture quality priority at the time of photographing still pictures. CONSTITUTION: This device is constituted of a camera 1 for the human figure for photographing the moving human figure or the like, the camera 2 for a printed matter/still-life for photographing the still picture such as the printed matter or the like, an input changeover switch 14 for switching the camera 1 for the human figure and the camera 2 for the printed matter and a preprocessing 3 for performing conversion to an appropriate data format, etc. Then, the input changeover switch 14 is automatically switched, picture data photographed by the camera 1 for the human figure are encoded based on a parameter for the movement priority and the picture data photographed by the camera 2 for the printed matter/still-life and encoded based on the parameter for the picture quality priority. Thus, the need of manually switching the changeover switch by the transmitting person is eliminated. |
