PROBLEM TO BE SOLVED: To allocate a different address to each restricted group and to allocate an inherent address to each operator out of collective addresses in the user addressing method for a reserved access television(TV) system. SOLUTION: In order to recognize whether a message received from a transmitter is related to a receiver or not, a word having the same length as a transmitted word including zero is constituted of arranging several fields (CA1, CA2,..., CA10) connecting mutual ends and each field corresponds to the contents of one of plural addresses related to the receiver and is arranged on a compulsory position. The word is compared with the received collective address word, the presence of one similar field in two words is individually searched in each field, and when the similar field is detected, the message is recognized.
