PURPOSE: To remove measuring error caused by low frequency vibration components on a floor on which cells are installed, by compensating a filter frequency characteristics based on an output sensitivity ratio of a measuring cell and a floor vibration measuring cell to a floor vibration and setting the ratio of the output level almost stable irrelevant to the floor vibration frequency. CONSTITUTION: A measuring signal and a floor vibration detection signal which are detected respectively by a measuring cell 2 and a floor vibration detecting cell 4 installed on a same floor (F) are amplified 5, filtered 6, A/D converted 8, removed 10, 12 mechanical vibration, and output a filtered measurement signal W(t) and a filtered floor vibration as detection signals A(t) respectively. A sensitivity compensation means 18 calculates 14 output sensitivity rate caused by differences in spring constant and load weight of the cells 2, 4 based on the signals W(t), A(t) and a sensitivity compensated signalsα.A(t) is outputted 16 based thereon. And subtraction 20 of the signalα.A(t) from the signal W(t) can provide a floor vibration compensated signal O(t) which is formed by compensating error of a measuring signal caused by floor vibration on the floor (F) when the cell 2 is installed.
