The method for manufacturing hollow fiber membrane comprises by the 3 stage: a first stage, coagulation process of injecting a polymer spinning solution from nozzle including a first coagulation bath and an air gap toward said bath to control uniform pore size and pore distribution of outer surface layer, which is formed to 0.1-0.5 Pm thick; a secondary stage, coagulation process of forming lower structure, which is made to minimize fluid resistance by increasing effective fluid passage and to maintain an inner pressure performance; and a third stage, coagulation process of excluding additional cleaning step by extracting perfectly setting of an uncoagulated structure and residue.
