When a trouble occurs, a present openingθTH is estimated by an alternate value setting part 101 based on a number of revolutions Ne of an engine and an intake pressure Pb, and the value is set as an alternate valueθTH'. A value of the throttle openingθTH is then replaced with the alternate valueθTH' by a switching part 102.
