The present invention provides hygroscopic plant growth regulator formulations in solid forms and associated methods of making the powders and tablets. The most preferred formulation uses an effective amount of an N,N-dimethyl-piperidinium and/or N,N-dimethylammonium salt. There is also disclosed a method of preparing said formulations.
