Wheel luggage cases typically have removable or spring loaded tether systems by which the user can tow the case on their wheels. Prior art systems place the grip for these tethers low on the case, an inconvenient and bothersome position because this forces the user to stoop to grip the handle for towing. The inventive system provides a deploying mechanism for normally retaining the grip or handle at the uppermost portion of the case. When deployed, the main towing force is applied through the grip, through a tether strap to a secondary tensile member which extends from an interim position on the towing strap to an optimum fixation point on the front of the case. In this way, the better position for the handle or grip and the best position for applying the towing force can be provided.
