PURPOSE: To generate static electricity of a low voltage and uniform potential on the surface of a sheet, by superposing a second sheet composed of an electrically insulated body or a semiconductor on a first sheet composed of a conductive body or a semiconductor and making electric resistance of the second sheet larger than that of the first sheet. CONSTITUTION: This double layered special conductive sheet is composed of a laminated sheet which is made by superposition of a first sheet 1 composed of an electric conductive layer or a semiconductive layer which has, for example, an electric resistance of 10<4>Ωor less and a second sheet 2 composed of a semiconductive layer or the electric insulated layer which has, for example, the electric resistance of 10<4>∼10<12>Ω, and an electric power supply part which supplies voltage to the first sheet 1. Here, the electric resistance value of the sheet 1 is R1, and the electric resistance value of the sheet 2 is R2 and R1<R2. A potential treatment apparatus utilizing this special electric conductive sheet has extremely large effect for the therapy of human body due to water molecule cluster frdgmentation effect of static electricity because static electricity can be equally distributed to a therapeutic mat.
