PROBLEM TO BE SOLVED: To provide a method and a device capable of properly cutting a web at a reel or a winder without giving any damage to a paper roll. SOLUTION: In the method of cutting a paper web or a ball paper web 4 at a winder having at least one support roll 2 and rotating the roll by fitting a winding roll 1 to the roll, a cutting blade 6 bent to receive tension is introduced into a nip between the support roll 2 and the roll 1, and thus the web 4 wound on the roll 1 is cut at a desired point by the sharp edge having teeth if possible of the blade.
