SOLUTION: In a panel, a front base board 11 and a back base board 12 are horizontally arranged at a regular interval. Stripe-shaped plural anodes 13 are formed in one direction on the base board 11, and stripe-shaped plural cathodes 14 orthogonal to the anodes 13 are formed on the base board 12. Stripe-shaped plural charged particle supply electrodes 15 parallel to the cathodes 14 are also formed between the cathodes 14 on the base board 12 on which the cathodes 14 are formed. A dielectric layer 16 is formed between these cathodes 14 and the electrodes 15 and in an upper part so that the cathodes 14 have two or more exposed parts 14a with every discharge space. A barrier rib 17 to form discharge cells 8 in a lattice shape is formed on a layer 16. Therefore, a part strong in radiant intensity of ultraviolet rays is expanded, and luminance ie enhanced over the whole fluorescent screen.
