FIELD: devices for communication. SUBSTANCE: virtual cell is defined as area of given size around moving terminal during time when moving terminal transmits one information packet. Device has set of ports which are connected by port network for receiving packets of "up" line. Said packets are transmitted from moving terminal. In addition it has port server which selects a packet from set of one or duplicated packets which are received from at least one port inside virtual cell. Port server transmits packet to destination point and transmits "down" line packets to moving terminals. EFFECT: increased functional capabilities.
