The unifier for providing a stable system clock by unifying a voltage controlled crystal oscillator(VCXO) and a temperature compensated crystal oscillator(TXCO), includes a phase locked loop detecting a phase difference between a divided clock and a reference clock to produce a control voltage, a multiplexer receiving the control voltage and a center voltage for the VCXO to multiplex the control voltage according to a certain registers, the VCXO determining a frequency and a phase according to the control voltage to generate a system synch clock.
