The process comprises adding more than one or two elements selected from the alkali group consisting of NaOH, KOH and NH4OH to said slurry; and then molding them. The alkali solution is spreaded or the molded body is submerged in it, and then dehydrated. The blended raw material comprises 40-70 wt.% slag, 3.0-33.0 wt.% gypsum, 1.0-5.0 wt.% slaked lime, below 20 wt.% perite and below 15 wt.% reinforcing fiber.
