The composition comprises 15-20 wt. parts waste powder of 5-50 mesh, 40-45 wt. parts aggregate powder of 5-50 mesh, 30-35 wt. parts sand, 5-10 wt. parts ascon and 0.5-2 wt. parts tar. The block is molded into a preformed product using said composition such as waste synthetic resin or glass.
