PURPOSE: To provide a heater for igniting gunpowder which has the high accuracy of a resistance value, excellent yield and a low manufacturing cost. CONSTITUTION: A heater 20 for igniting gunpowder comprises an insulating laminate formed of a base board 3 made of a ceramic and a thermal resistance layer 4 made of glass or a glass ceramic laminated on an insulator 9, pairs of electrode conductors 2, 7, 8, 12, 17, and 18 passed through the laminate, and a heater 6 made of a thick film resistor directly on the surface of the layer 4 or the laminate and bridged with the pairs of the conductors 2, 7, 8, 12, 17 and 18.
