SUBSTANCE: material contains fluorocarbon power carrier with 60-67% fluorine content, binder agent, conducting additive and a blowing agent, which is graphite fluoroxide of general formula C•ZCO•nHO•CF, where x = 1.5-12, y = 2.2-2.5, z = 0.5-1.4, and n = 0.1-0.5, weight ratio of power carrier to blowing agent being (8-123):1. Material is prepared by mixing fluorocarbon powder with graphite fluoroxide in weight ratio (8-12): 1 followed by mechanical impact heat treatment of fluoroplastic suspension mixture, shaping, and heat treatment of carbon-containing cathode at 150-350 C.
