PURPOSE: To enhance a compression rate of address information by retrieving an optimum block in a domain block when a prescribed evaluation value is a prescribed threshold level or over so as to reduce a retrieval time of an optimum domain block. CONSTITUTION: The system is provided with an input image frame memory 2 storing a digitized input image signal. An output signal from the input image frame memory 2 is divided into plural range blocks (block size is R×R) and whether or not a domain block (block size is (R+2)×(R+2) or (R+4)×(R+4)) including a range block at its center as to the range block going to be coded from now is similar to a content of the range block is evaluated. When the prescribed evaluation value is less than a prescribed threshold level, the domain block is used for an optimum block, and when the prescribed evaluation value is the prescribed threshold level or over, an optimum block is retrieved from other domain blocks than the processed domain block. |
