PURPOSE: To provide an electric double layer capacitor wherein non-defective rate in characteristic inspection in a manufacturing process does not lower and resistance change after leaving for several minutes at a high temperature is small. CONSTITUTION: The title device has a pair of polarizable electrodes 11a, 11b, a separator 12, electrolytic solution impregnated thereto, plate-like metallic case 13 and metallic lid 15 and a sealing body 14. A carbon conductive layer is constituted of a first carbon conductive layer 16c incorporating binder which is constituted of a highly heat resistant material and a second carbon conductive layer 16d incorporating binder formed of a thermoplastic resin material. The first carbon conductive layer 16c is arranged at the side of plate-like metallic case 13 and metallic lid 15 and the second carbon conductive layer 16d is arranged at the polarizable electrode side.
