PROBLEM TO BE SOLVED: To obtain a method and system for controlling a video encoder for detecting changes in a video signal. SOLUTION: A processor 12 of a system for controlling a video encoder 10 is constituted of; a multiple field delay circuit for delaying input video data for generating delay video data; a statistical value generator for generating the statistical values of a first frame and the following frame, and processing input video data for generating a control signal from the statistical value; an encoder module 18; and a rate controller 14 for controlling the encoding of the delay video data equivalent to the first frame by the encoder module 18 in response to the control signal. The rate controller 14 modifies the changes in the resolution of continuous frames based on the statistical values. The processor 12 transmits a film flag, a scene change flag, and a phase flag to the rate controller 14, and controls the encoding of display video data. |
