PURPOSE: To provide a channel assignment method for adjusting a reutilization interval corresponding to the congestion of traffic and not degrading frequency utilization efficiency by the occurrence order of calls. CONSTITUTION: When the call occurs inside a radio zone whose center is a radio base station, a free channel judgement parameter is measured for all free channels (F12) and a channel is assigned only from radio channels whose measured result satisfies a required quality standard for the radio channel to be used in communication. When the radio channels whose free channel judgement paremeter is in the range of a prescribed value are present, the radio channel closest to the boundary value of the range among them is assigned. When no radio channel whose free channel judgement parameter is the range of the prescribed value is present, the radio channel whose free channel judgement parameter is farthest from the range is assigned.
