<p>PURPOSE: To perform filtering processing appropriately replying to a deteriorated state and to perform the filtering processing appropriately replying to a decoding processing method. CONSTITUTION: The filtering processing is applied to a reproduced image signal obtained by decoding data to which block encoding is applied by unifying an image signal at every m×n picture elements, and plural kinds of filtering characteristics are attached on a filter circuit 109 which eliminates a noise. Simultaneously, parameter memory 108 to store a quantization parameter when the reproduced image signal is encoded is provided. The filtering processing using an appropriate filter coefficient replying to the deteriorated state is performed by switching the filtering characteristic of the filter circuit 109 by using the quantization parameter stored in the parameter memory 108.</p> |
