PURPOSE: To encode data with high data compression efficiency by switching an encoding table by using correlation between continuous coefficients. CONSTITUTION: A variable encoder 22 is formed with an integrated circuit, and coefficient data COEF obtained by orthogonal transformation is grouped by inputting to a grouping part 24. In such a case, grouping to a group of zero run and significant coefficient less than regulated size, the one of zero run and the one of significant coefficient other than that are performed. The zero run is encoded by allocating one code to plural codes for the significant coefficient and zero run less than the regulated size, and the significant coefficient other than that is encoded by switching a table corresponding to a coefficient value to be encoded just before. In this way, the data with high generating frequency in a low bit rate and a high bit rate are encoded by an encoding system with priority in the low bit rate and the high bit rate, respectively. |
