CONSTITUTION: Depending on whether it is a mode for the household or the mode for both household and public, a household/public changeover operation part 4 switches the transmission ratio of control carriers for the household and the control carriers for the public transmitted from a control carrier transmission part 8 (5-1.) Also, the transmission output level of the control carriers for the public is lowered in the case of the mode for the household and is raised in the case of the mode for both household and public. Further, when an ID code received by transmitting the control carriers is the household terminal, the channel connection is given priority. Also, depending on the number of the household terminals present within the household, the usable channel number of the general terminal is determined.
