Besides the known process of forming a thin PVC outer helmet in a mold, the method comprises the steps of: preparing a forming by means of coating a desired color pigment on the prior formed PVC helmet fitted into a mold; injecting polyurethane in the PVC helmet fitted in the lower mold; sealingly joining the upper mold with the lower mold to foam the polyurethane injected in between the molds into a specified form to combine the PVC helmet with the foamed body of lining into a integral body; separating the formed integral helmet from the mold to remove PVC wings and adhesively apply a tape on the periphery and drill ventilation through-holes for finishing.
