A ventilated garment (100) having non-stretchable, outer panel(s) having inner and outer surfaces with a vent region including one or more openings (108). A substantially non-stretchable, air permeable material (210) spans the vent region. An air impermeable lining sheet (194) having a central void region (186) is affixed to the inner surface wherein the void region (186) is substantially in registration with the vent region and the sheet is coupled to the inner surface about those regions. A cover element (110) having a shape substantially corresponding to at least a portion of the vent region is affixed to the air impermeable lining sheet (194) substantially along a first portion of the periphery of the void region. Adjustable closure elements (120) adjustably couple the sides of the cover element (110) of the impermeable sheet allowing the closure element (110) to be selectively positioned to control the effective vent area of the vent region.
