PURPOSE: To provide the manufacture method of a hot rolled plate with an excellent surface property, free from occurrence of stripe-shaped red scale. CONSTITUTION: By charging a slab containing 0.02 to 0.6% C, 0.02 to 2.0% Si, 0.2 to 3.0% Mn, and 0.005 to 0.11% P, based on mass, satisfying 0.04<=(P%/Si%)<=0.55, and consisting of the remainder Fe and inevitable impurities into a heating furnace at the surface temperature T0 ( deg.C) of the slab, soaking is held at 1200 to 1300 deg.C for 30 minutes or over and for (90-0.06T0 ) minutes or below. Descaling by high pressure water whose collision pressure is 0.98MPa or over is performed before the start of rough rolling. After completing the rough rolling at [1173-420×(P%/Si%)] deg.C or over, finish rolling and cooling taking up are performed.
