PROBLEM TO BE SOLVED: To obtain a composition having a form of compact powder capable of being stably preserved, having good adhesiveness and impact resistance with smooth and without fatty feelings by bringing the composition to contain a fat phase and a powdery phase comprising two different types of fillers. SOLUTION: This cosmetic composition having a form of compact powder and useful for makeup products contains 2-98 wt.% of a fat phase and 2-98 wt.% of a powdery phase. The powdery phase contains a noncompressible first phase and a second phase. The fillers are selected from fillers of inorganic lamellar form, organic lamellar form, inorganic spherical form and organic spherical form and the first filler and the second filler are different to each other. The powdery phase is brought to contain 1-100 wt.% of the noncompressible filler, 0-99 wt.% of the compressible filler and 0-50 wt.% of a pigment. The composition is prepared by preparing an oil-in-water emulsion of the fat phase in a water phase, dispersing the powdery phase in the emulsion, poring the obtained dispersion into a form and freezing and drying it.
