The improved movement vector transmitting apparatus and method comprises a movement vector presuming part(110) presuming a movement vector by the unit of partition or pixel; a variable length coding part(140) which performs a variable-length coding of the movement vector; a movement vector storing and average value operating part(120) storing in succession as much as predetermined amount the movement vector transmitted from the movement vector presuming part by the unit of the partition or pixel; when a present movement vector is transmitted from the movement vector presuming part, adjacent movement vectors from 0 to 4 at the maximum according to position of the present partition or pixel among the stored movement vectors, being extracted for finding an average value; a subtracter(130) subtracting the present movement vector transmitted from the movement vector presuming part, and the average value provided from the movement vector storing and average value operating part in a manner of differential pulse code modulation to transmit to the variable length coding part.
