PROBLEM TO BE SOLVED: To obtain the subject W/O-type emulsion composition containing a hydroxy acid at high concentration and effective for the treatment of xeroderma, ichthyosis, actinic keratosis, etc., by compounding a specific silicone and a coemulsifying agent consisting of an alkyl ether at specific ratios. SOLUTION: This W/O-type cosmetic or dermatological composition contains 10-30 wt.% of a hydroxy acid, 1-15 wt.% of a polyoxyalkylene-substituted silicone and 0.1-6 wt.% of a coemulsifier consisting of an alkyl ether substituted with a polyol alkyl ester, a polyol alkyl ether and oxyalkylene and is free from 1-4C alkanol. The hydroxy acid is preferably glycolic acid, lactic acid, citric acid, etc., and the silicone substituted with polyoxyalkylene group is preferably a compound of the formula [PE is (-C2 H4 O)x (C3 H6 O)y -R (R is H or an alkyl; (x) is 10-100; (y) is 0-80); (m) is 1-25; (n) is 10-200; (o) is 0-100; (p) is 7-17; (q) is 0-4].
