a number of CDMA channel transceivers (2a), a packet router section (2d), a base station channel management section (2b), and a GPS receiver. The methods includes steps of: initializing a count for checking traffic numbers; identifying a message of call request; notifying state information to the mobil station or network; checking the state of traffic channels; and blocking hand off call request and informing state information to the network.
