PROBLEM TO BE SOLVED: To allow the method to correct a deficiency in a fiber capacity based on a span base without replacing all sub system devices by multiplexing a full sub input signal on a super-carrier signal in a transparent way and connecting a super-carrier output port to a high speed bit rate span so as to transmit the super-carrier signal. SOLUTION: High speed spans 30a, 30b are provided in place of four fiber spans between two sites, and the high speed span 30 carries traffic at a rate of OC-192. Two-way couplers 41, 42 are used to decrease number of fibers into two. A TMUX 40 connects to nodes 2, 4, 8. The TMUX unchanges the operation of an NE in each low transmission rate network and an input signal to a site 10 is multiplexed on a super-carrier by the TMUX 40 and the multiplexed signal is sent to an optical fiber 30a, demultiplexed at a corresponding TMUX at a next site and outputted to each network. The similar operation is conducted for forward and reverse protection traffic through an inverse direction channel.
